Toms River Police Make Arrests After Road Rage Incident on Parkway Turns Violent

Thursday evening, Jul 19th,  Ralph Woodcock, 47,  of Beach Boulevard, Forked River was arrested by Toms River Police officer Travis Seaman for aggravated assault.

At 7:30 p.m., Toms River  police responded to a fight call in front of the United States Post Office on Water Street and found that the individuals involved in the fight had fled.  A witness provided information to investigating officers.    South Toms River Police stopped the vehicles shortly afterwards.

An investigation found that Woodcock was a passenger in a vehicle involved with a road rage  incident with a on the Garden state Parkway and both vehicles exited onto Water Street.

On Water Street a driver, Thomas Concannon, 31, of Buena Vista Road, Forked River reportedly threw a beer can at the another vehicle’s windshield.   “The vehicles stopped by the post office and a physical altercation ensued, according to witnesses,” said Toms River Police Chief Michael Mastronardy  ”That is when Woodcock who was released on a summons, struck a 21 year old Toms River male with a stick.”

Mr. Concannon was charged with driving while intoxicated, reckless driving and having an open container of alcohol  in a vehicle by Officer Shawn Ruiz.
